How Does the OpsRoom Consensus Engine and Atlas 2.0 Operate?

The ACR OpsRoom coordinates multi-agent autonomous incident triage through the Atlas 2.0 dynamic Directed Acyclic Graph (DAG) state machine and a fault-tolerant consensus engine. Remediation plans require a 67% weighted supermajority approval across specialist squads, and any dissenting vote triggers mandatory rationale preservation under Invariant GAP-08.

The 67% Supermajority Formula

A proposal passes when weighted approval reaches or exceeds 0.67 of all cast ballots:

Quorum Score = (Sum of approval weights) / (Sum of all vote weights) >= 0.67

Mandatory Dissent Preservation (GAP-08)

Under GAP-08, any agent casting a DISSENT ballot must supply a substantive rationale of at least 10 characters:

# Cast DISSENT ballot with mandatory rationale
curl -s -X POST http://localhost:20443/api/v1/proposals/prop-101/vote \
  -H "Content-Type: application/json" \
  -d '{"voter_did":"did:key:z6M...","choice":"DISSENT","rationale":"Replica lag exceeds 500ms safety threshold."}'

Human-in-the-Loop (HITL) Gate

High-risk tool invocations emit an ACP escalation ticket requiring an authorized human administrator's Ed25519 signature before execution proceeds.
